This report documented the developmental history of the building, including its significance, chronology of ownership, construction, alternations, and prior studies and treatment efforts. It gave a description of the exterior and interior conditions of the building and identified character-defining elements and features. An assessment was made of the site, envelope, interiors, structure, and mechanical and electrical systems. Ordinances, codes, and accessibility laws were reviewed. Detailed rehabilitation recommendations were made, work items were then prioritized, and rehabilitation costs for three potential future uses were developed. Finally, maintenance recommendations were made for the interim until the building can become occupied.
